Do you need advice on organizing a budgetary automated system for collecting meter readings via telephone?

Good afternoon!
There is a task - a person calls a certain phone number, listens to a greeting. After that, dials from 1 to 999 digits on the phone, listens to the next greeting, then dials a 6-digit number and hangs up. After that, the system records the time of the call in the Excel table (in the database?), And the first and second numbers in two columns.
Question 1.
How to organize all this in the most budgetary and simple way?
Question 2.
Is it possible to make this system multi-channel?

PS All this is done to automatically collect meter readings for residents of apartment buildings :)
