Do you need a program to block USB ports?

Also, so that the program can add authorized external media to the white list, and so that I can transfer this white list to another computer (not over the network, but as a normal export, import or replacement of the old white list of authorized media with a new one)

If the partitions are not meaninglessly encrypted, you can always boot from external media. Partly this problem is solved by Vpro, if I'm not mistaken.
