Do you need a license?

The director asked to develop information security documentation. Found this in the document:

In accordance with the provisions of the Federal Law
of August 8, 2001 No. 128 "On Licensing Certain Types of Activities" and the requirements of Decree of the Government of the Russian Federation of August 16, 2006 No. 504 "On Licensing Activities for the Technical Protection of Confidential Information", ISPD operators during events to ensure the security of PD (confidential information) during their processing in ISPD 1, 2 and 3 (distributed systems) classes must obtain a license to carry out activities for the technical protection of confidential information in the prescribed manner.

I have a degree in software engineering. Can I develop ISPD?

You can do as much development as you want. But if you want to sell your works on the territory of the Russian Federation, you will need a license.

It depends primarily on what kind of PD you store / process. In the second from what the office does

You need first education in this field (namely information security), work experience of three years and only then a license can be obtained, but it costs a lot of money and it is impossible to get it for one person, it is issued to an organization that deals with information protection / development of tools information protection.
In any case, you will have to contact special organizations for certification of IP.
