Do they charge $30 for withdrawing funds from Upwork to a Sberbank card?

Actually a question. Is there a $30 fee for withdrawing funds from Upwork to a Sberbank card when paying using the Direct to Local Bank method? It is clear that if you withdraw using Wire Transfer, then it is clearly indicated that Upwork itself will take the commission in this amount, but I read somewhere that with Direct to local bank with their commission of $0.99 per transaction, Sberbank itself takes $30, is this true ? Can a bank charge a fee for the money that comes into the account? How much will I be charged if I (for example) put $10 on withdrawal, taking into account the upwork commission?

They don’t take it in the local bank, but the exchange rate is taken at the time of the transfer, and it will differ from the indicated one. And in general, it is unprofitable in comparison with wire transfer, like starting from 800 bucks.
