Let me try to explain to you.
The short answer to the question is yes, there is. Fortunately for the resource.
Why is this done - note that you have the opportunity to complain about any question on the site, indicating the reason why (in your opinion) the question does not belong here. The more complaints from users, the faster the moderator will go to check a specific issue. By the way, there were complaints about the question you mentioned, and I personally agree with the comment that Sergey left above .
In addition, moderators view the site itself in real time as new questions appear and, according to their own assessment, remove what is clearly out of topic. These are the eternal ones “Who wants to join me in a startup, really, I don’t know what we will do?”, And “How much money can you make an analogue of Yandex?”, And “PHP is cool or bullshit?”, And “What is margin?".
Unfortunately, while (sometimes) a small part of such questions still escapes the attention of moderators and may not be deleted on the first day of publication. Although a slight distinction is made between useful discussion questions, where answers and comments may (in the opinion of the moderator) contain something necessary, and frank holivars (the benefit of which is only replenishment of the personal dictionary of insults).
I want to express my gratitude to all those users who take the time to let us know about violations, and also actively use the tag editing and editing questions function. Guys, you really help the resource. In my opinion, it is still far from what exactly we intended, but we are gradually moving towards the goal. Including - with your help.

As I just found out - there is: they deleted it, although the question did not involve discussion at all.

Of course I have. If you look at it this way, then this question leads to a dispute.
