Do restrictions on one channel apply to other channels of the author?

Given: one Google account, three YouTube channels. All three are connected to monetization.
Question: If restrictions for violations (strike and removal of monetization) are introduced on one channel, do they apply to the author (i.e. to all his channels) or to a specific channel and that's it?
