Do not quit install phpmyadmin in docker, what to do?

I'm trying to install phpmyadmin with docker, it fails to connect to the network.
Error: mysqli:: real_connect
(): (HY000/1130): Host '172.**.*.*' is not allowed to connect to this MySQL server

Go to mysql container: docker-compose exec mysql bash
Connect to MySQL.
Look what's in the user table: Make sure the host is really "%". If not, then either do "%". Or create a separate user.
SELECT User,Host,Password,plugin FROM mysql.user;
