Do not accept documents for the competition?

Good afternoon, tell me, this situation arose, I filed documents with the court for the competition of the chief IT specialist, I brought all the documents I needed, an hour later they called me that my specialty did not suit them and I was not allowed to participate in the competition, although they require the specialty of a system administrator and I have a more advanced computer engineering specialty, universities don’t graduate such a specialty as they require, tell me 1) As I understand it, they should have admitted me before the competition, but already at the interview stage they could have rejected me because of my specialty? Or are they all right? 2) Tell me, can I get an official letter with the reason for rejecting my candidacy for the competition?

In Ukraine, these contests are just for show. Most likely this place already has a candidate from among the relatives of the leaders of this court. We have several people with a legal education in the IT department, and no one tells them that the diploma is not the right one.
