As a rule, yes.
As a rule, GGSN (in 3g) and PGW (in LTE) (for reference, this is a kind of analogue of BRAS) are the same node.
This is done so that when switching seamlessly between LTE and 3g, the packet session and, accordingly, ip connections do not break.
In general, in short:
- you sit in LTE or 3g, anyway your traffic, _usually_, will land on the same node
- LTE and 3g subscribers, _usually_, sit on the same node mixed
- LTE and 3g, sitting on the same node, _usually_ use the same ip-pools
