Do linux games require more hardware than windows?

It so happened that I started playing " XCOM: Enemy Unknown " on two platforms: Windows (Win7Pro x64) and linux (Ubuntu 14.04LTS x64). And it turns out that ubuntu requires much more powerful hardware. I would like to understand why this happens (OpenGl vs DirectX? drivers?) and whether this is so in principle.

CPU config: AMD Athlon II X2 250 @3.0Hz
RAM: 4GB (2+2)
Video: GeForce GT 430 1GB @1024x1024
Ubuntu
config CPU: AMD Athlon II X2 240e @3.5Hz (overclocked from default 2.8Hz)

At the same time, in Windows, the settings are set to the maximum, in Ubuntu everything is set to the minimum. And on Windows everything is smooth and without brakes, but in Linux I watch a slide show with a change of pictures for 1-5 seconds. I thought it was a problem with the driver (there was a time when it was not used), but now the 304 version is used and it also has a slideshow.
For me, the hardware of the system is approximately the same level, on Windows the video card is even weaker. The CPU frequency is lower. But it plays without problems. It is hard to believe that the reason is only in a different resolution (I set 1200x1024 on Ubuntu in the game settings, the picture flattened, there were even more lags). How to understand what is the problem? Or is this not a problem, but a normal situation?

This is normal, no matter what they say, but opengl is far from dx. This is if you are lucky with the drivers. Just look at the system requirements of the same cs 1.6 on steam for both platforms.
