Do links on a noindex site pass Google weight?
People help a beginner SEO with advice, otherwise I’ll find such info where I can find it. In general, we are making a forum, I want to close all internal links that people will put with the noindex tag, the link will be displayed like this
. I read the information that Google does not take into account the noindex tag and will still perceive and transfer weight on this link. Is it true? They write that noindex accepts only Yandex, and Google only nofollow?
And one more question. People post pictures on the forum by entering the url kartikni in the address of the BB code and paste it into the forum. But on the forum they are displayed as links:
Do I need to close them with a nofollow tag too? Or do search engines only see pictures in them? For example, if I open a page, the entire message of the user, then instead of pictures, there are links

The noindex tag is for duplicate content, not links. For links, use the rel="nofollow" attribute:
Here you can see link ranking factors with links to official sources, where appropriate.
PS: why open in a new window via JavaScript? The attribute is used for this target="_blank"
.
