Do links on a noindex site pass Google weight?

The noindex tag is for duplicate content, not links. For links, use the rel="nofollow" attribute:
Here you can see link ranking factors with links to official sources, where appropriate.
PS: why open in a new window via JavaScript? The attribute is used for this target="_blank".
