Do I need to use vue-cli?

I’ve been working on the backend for about 4 years (occasionally I wrote some small pieces of code for the front) and recently decided to learn Vue (with js I understand almost everything, but I didn’t write so much) and the question arose whether it is necessary to use vue -cli or is it possible to get by with just vue?

as your heart desires, cli as for me the cli for the spa is the best. cli is just an environment preset

Need. And use it until the required config deviates so much from the proposed one that the use of cli becomes inconvenient. (which may never come)
First of all, cli is a ready-made, well-tested and, most importantly, supported preset of everything you need. Therefore, if you are just starting to join the topic, then twisting your bike is clearly an unhealthy decision.
