Do I need to use reset/normalize.css in BEM, and in general?

The site says that they do not use reset or normalize styles. The official community in telegram answered the same.
Among the arguments:
- spends traffic and rendering time.
- Problems if you transfer a block from another project where there was no reset, but there is in the current one.
- In the course of layout, all styles will override the standard basic browser ones.
Question:
It's not even about BEM, it's just about layout. Is it relevant to use Reset / Normalize in 2019, since it doesn’t solve anything already?

Rezet - it's better not to use Normalize anywhere
