Do I need to transfer a domain from an old account to a new one?

Please advise about the new site on the old domain. They asked me to completely develop a new site with new urls, design, and so on on an already old registered domain in the account of the programmers who had previously developed it. The domain is 3 years old already.. Do I need to look for old programmers and ask them to transfer the same domain to my Yandex webmaster account and google search console? Since the texts on the site will be new and the url, will this affect seo, because I already registered the domain in Yandex and Google 3 days ago, but when checking the texts in anti-plagiarism, which were added 3 days ago, they are still unique, that is google and yandex don't see them yet, why? Is this due to the fact that the domain was previously registered by other progers? What to do?

It doesn't matter who signed up. Depends on who was registered. It is for such cases that they ask you to provide your personal data. Contact your registrar to restore access to the domain.
