Do I need to make a separate design for the application if there is a mobile version of the site?

There is a mobile version - adaptive site. I'm thinking of making an app! will it be necessary to make a separate design for the mobile application or can this one be adapted?

It depends.
There are time resources, finances - make a separate mobile design. No - leave the mobile version of the site.
Look at Google, which implements material design in the ios system, or cross-platform mobile applications (offhand - ticktick, wunderlist, asana - look, there are a lot of them).
You can manage and make a design that matches the guidelines of both iOS and Android.
