Do I need to do a full deployment of the project if I changed one letter?

Do I understand correctly that a modern deployment of a web application with tools like jenkins or ansible (I'm still going to learn them) works on the principle of creating a complete build from scratch (with downloading from git, installing dependencies, etc.)?
That is, according to the canon, even if you need to change the letter in one file, should you run a full upload cycle?
It is clear that you can fix it from FTP, but I want to understand how this is done in a good way.

What difference does it make how many letters you changed?
This is not a technical issue.
Sometimes, with a mess in the processes, the need may come not just to change the letter, but to debug it in production.
That's just the consequence.
