I wouldn't, to be honest, unless the menu has 100 items. It's thematic, yes. This is a natural thing on the site, not artificially created - yes. Well, let it be.

If you're talking about the noindex tag, then of course not! This tag will only hide the anchors of outgoing links, but not the links themselves, and only for Yandex.

Left the mobile menu without closing from indexing.
And placed the mobile menu at the very end of the page, before closing the /body tag
