Do I need email confirmation when signing on a stub site?

Hello!
Made a stub for the site, which will be launched in the near future. There is a field for e-mail. Do I need to send confirmation to the user that he subscribed? If this is desirable, what is the proper way to avoid spam from users entering all sorts of emails in a row?
Clarification: I'm interested in whether the site / server needs to send the user an email confirmation that he has subscribed to the site launch notification. A letter is just a text that we will send a notification on the day the site is launched.
