Do I need an admin panel for a landing page?

Hello, I made a landing for the customer, threw off the assembled project (html, css, js). There is no admin, of course.
Their seo specialist calls and says that for some reason he needs an admin panel to promote the landing page. I still don't understand why. He says that he wants to write white text on a white background (is this still relevant?) And create some other pages (why, if this is a landing page)
Tell me who is right and who is wrong. Thank you.
Ps in the contract, respectively, nothing was said about the admin panel. I'm not going to implement it, I'm just wondering if it's impossible to promote a static site?

So they probably didn’t need a landing at all, but the poor guy’s SEO specialist now at least didn’t remain without work (it’s not clear yet - a company that has a SEO specialist but freelancers cut projects). And you, for your part, point out to him that you didn’t have an admin panel in the TK, so the questions are not for you. At the extreme, copy-paste some great as an admin panel.

- a special header in the head
- a specific file with specific content is created in the root of the site,
- well, the edge is already in the DNS records.
