For a studio, it's better to use keyboard - it's all the same to write and process on a computer, so there's no difference what will generate sounds, you don't even need to digitize from a piece of iron. + flexibility in the selection of plugins and sounds.
For live: depending on the budget. Or, again, a keyboard with a norm laptop that will not fall off or hang at the most inopportune moment. Or a good workstation with a large number of built-in sounds and the ability to load your own plugins and playbacks.
What do you understand by the basic ethnic set? There are a huge number of musical cultures and instruments in the world, and in each culture there is something characteristic and basic.
All the best modern ethno samplers that I heard were in the VSTi format. As a rule, on syntyuks, this is a very weak hybrid of several samples and basic synthesis algorithms to stretch it over several octaves. It doesn't sound like much, but it's good for drafts.
It is quite another matter if syntyuk allows you to load libraries into it. Then you get a standalone instrument with the sounds you need. Steam only once, and then use constantly.
