Do I need a project to learn Android programming?

For quite a long time I want to create a project that will help everyone who wants to learn programming for Android (in the future, not only). But the resource will also include material for experienced developers. The basis is articles, webinars, questions and answers, homework, etc. (I will not disclose everything).
So far, it has not been possible to pull something like this, both in terms of time and in terms of finances, but I really want to organize something like this. Therefore, there are two questions:
1. Is a similar project needed in the Runet? (in the future, again, not only)
2. Who can help for this? We need: a website, lecturers who want to help in any way - with content, authorship of articles, code, financially, etc ... Write in a personal for details.

Not so much an answer to the question itself, but a thought out loud:
There is an Objective C programming course going on right here: u.hexlet.org . The service is in Russian (IMHO, this is important) and invites those who wish to organize their courses. I was not interested in the conditions, but as I understand it, they will not take money from you for this.
Perhaps a good start for you would be to organize one or a couple of Android programming courses on this service. You will get hands-on learning experience and real feedback from real students. I think this is a very cool opportunity. And at the same time, nothing prevents you in the future from creating your own training service, as you see it yourself, taking into account the experience gained.
By the way, the only course currently available on hexlet is taught by habrauser freetonik.

Yes I need it. It is desirable to ensure the simplicity of the environment to the maximum (to be honest, I wanted to start, but the amount of software and its degree of integration into the system made me change my mind)

Needed, of course. You can try to contact the author http://hasbrains.ru/ - he recorded good screencasts on Java\Android

Be sure to do it. Just decide right away what initial knowledge is required to learn on your project: it will be focused on beginners in programming or those who already know Java at some level.

Why don't you want to start a course on hexlet? I really like Rahim's project, I think there is no need to inflate the training course into a whole new and separate project.

I may seem like a snob, but in my opinion it is not needed. Arguments:
1. There is developer.android.com
There is Training, documentation, articles, a lot of things. The perfect resource to get started.
2. There are many good books for both beginners and experienced programmers.
3. There are many good blogs and articles.
4. StackOverflow
Training courses in Russian, in my opinion, are not the best idea. You still have to read foreign resources and in large quantities. Without at least an average knowledge of English, you won’t get far.
The essence of my theses is that it makes no sense to create another resource with a set of the same content/courses that is already on the Internet. Although, on the other hand, it is always useful to highlight any specific problems that few people know about.
What do you think about this?

I think that an interesting option would be how to sculpt a graph interface inside com.aide.ui
Or even better, create a visual interface editor, like VCL, compatible with both the canonical way and aide.
