Do I need a license to use frequencies?

If I use a Wi-Fi router to broadcast about 1.2 km, do I need a license to use the frequencies?
One more question. Does the need for a license depend on the frequency of broadcasting? For example, theoretically, in some frequencies, a license may not be needed (eg 2.4GHz; 5GHz). Thank you!

For equipment not certified in Russia, a certificate is required.
Up to 100mW height up to 10m from the fulcrum - registration is not required.
Above 100mW or more than 10m high from the fulcrum - registration with Roskomnadzor is required.
For commercial use, you must obtain a license to provide communication services.
In any case, WiFi frequencies in Russia are assigned, first of all, to the military, if you interfere with them, they will come themselves.

no license is needed for Wi-Fi this is the allowed range for public use
lpd and pmr wifi these are allowed civilian ranges
