Do EF, SQLite 1 and .NET 3.5 work?

Hello. There was a need to write a .NET 3.5 program for XP.
In this program, I'm going to use SQLite 1.0.96 downloaded via NuGet (Core and LINQ have also been upgraded). I also want to use the Entity Framework technology.
There are several questions.
1- EF6 from NuGet requires at least .NET 4. How to downgrade?
2 - I understand that SQLite downloaded the LINQ dependency just to work in EF. Is there any way to work with LINQ if 1 point fails?
