Do captchas make sense in this case?

The site was blocked from access for users without JS/Cookies. But spam from the site continues to go. Comes with application forms.
Only sophisticated maneuvers (such as specific libraries) are needed? And what other options might there be?
Does it make sense to put a captcha, for example Google captcha? Even if JS/cookies cut off don't help with spam (comes from forms)

Of course it does, you now have no protection, not even a bot can spam. To spam through a captcha, you need at least the resources to solve it, so you will most likely be left behind.

Well, you can encrypt a mathematical expression into a captcha, and check the answer. From 2*2 to find the indefinite integral int {sin xdx}
