Django not loading CSS?

Good day. I ran into a problem. Django doesn't load CSS when first starting the server (after restarting the PC). And after I set the DEBUG=True mode and reload the page, then Django loads the CSS. After these steps, you can disable the Debug mode. How to fix it?
