Div as first level element in TinyMCE

Immediately the question is:
Is it possible to do this at all? And does the editor support it normally?

Example:

If the content is just 123, then nothing can be inserted before this div, nor can it be inserted after it. All editing is possible only inside this very div.
What am I doing wrong?

If you switch to HTML mode in TinyMCE, then you can.
