Displaying habra and toster without styles on crome and IE?

There are 4 computers at work, all of them have WINDOWS XP. Sites in chrome and IE are displayed without styles. Tell me where to dig? Mozilla is fine. Chrome browser latest update from the site.

Wang something with proxies or something like that. Mozilla walks through its settings, while Chrome and EI use Windows. Checked?
