Displaying an adaptive page in a mobile browser without any additional actions in its settings. How to do?

Good afternoon!
There is a website page.
For different screen resolutions in css, different behavior of the elements located on it is set (using media ...).
By default, the browser on the phone displays a smaller desktop version, and not the responsive design that should be in fact.
In its settings, of course, you can check the "Full version" checkbox, but not all users know about it, and this approach itself is not entirely practical.
Is there any other way to set a condition so that the adaptive page is rendered immediately in the desired version?
In addition, there is still such a moment that some pages are adaptive for a mobile device, and some are not yet, so for the latter you need to give the desktop version, regardless of the device resolution.
