To be honest, a little puzzled. To draw up such a plan, you will first need to survey a lot of employees of your enterprise. And then simple and logical conclusions on the most necessary services.
Once a plan is written, it must be constantly kept up to date, and most importantly, try to implement it in an isolated environment to check all the details.
It seems to me that you either underestimate yourself or you just want to waste money.
Such a plan, carried out by the forces of its specialists, will be cheaper and more realistic. As a result, after all, it is on your own that you will have to recover at hour X.
Or outsource everything at once and write everything down in the SLA.
