Disable hiding Unity global menu?

More than once in the reviews I saw that now you can remove the hiding of the global menu.
Can it still be done, or is it confused with the Launcher?

I would very much like to.

System Settings -> Appearance -> Behavior -> Automatically hide the launcher

If you are talking about the panel on the left, then in 12.04 auto-hide is configured in the appearance settings.
If about something else, then most likely you will not find new settings.
