Direct where to dig to make a calculator?

I have an excel file with 3 columns:
City 1, city 2 and the distance between them, tell me where you need to look to make a calculator on the site, upload it to a database or parser from an excel file, or make a json file and parse it using some kind of angular .

XLS -> CSV -> MySQL (conversions are primitive and chewed on the Internet).
1 form + a couple of AJAX requests (auto-completion of the city when typing and a request for two inputs) + output of the result = the entire interface.
Angular is needed here like a saddle for a flea.
