Different times on the server and in the files?

Good day, the situation is such that I don’t even know how to describe it correctly.
But the bottom line is that in the admin panel there are modules for uploading files.
Shop > Settings > Data export
Added profiles, cron works on the site. Unloading occurs at exactly the appointed time, but when you enter the unloading file, the time is different.

Also, statistics come to the mail every day, but instead of time - (#SERVER_TIME#)

I assume that this is somehow related, but because of what this happens, I could not figure it out.
Stopped working after hoster changed ip address.

1. Check what you have in the time zones settings (Settings - Product settings - Module settings - Main module (Settings tab, Time zones block)
   
2. Check that the time in the database and on the server matches.
   
3. Check, in the code, that there is no time zone override anywhere. Met this as well.

I had this. This needs to be changed on the server. I wrote to technical support, they decided about 2 hours, but decided
