How to make free delivery for authorized users from 20 thousand, and for non-authorized users from 5 thousand?
If you specify in the shopping cart conditions: The user does NOT belong to any of the groups, the discount is not applied. Apparently, Bitrix does not check for belonging to a group of unauthorized people.
Many forums raise this question, but apparently there is no solution.
Maybe someone has done something like this?

In the delivery service itself, you can specify who can use it:

For guests (although it is customary in Bitrix to register guests in a hidden group), create a duplicate of the delivery service, but specify the group for guests, and then this service in the cart rules.

Because: the question is, how can you create an order for unauthorized users? The order is always tied to some user. And if there is a user, then he is registered.
Even if the option to register a user when creating an order is checked, after that all discounts are recalculated and the rule that the user is registered will work again.
