Different shipping discount for authorized and non-authorized Bitrix?

How to make free delivery for authorized users from 20 thousand, and for non-authorized users from 5 thousand?
If you specify in the shopping cart conditions: The user does NOT belong to any of the groups, the discount is not applied. Apparently, Bitrix does not check for belonging to a group of unauthorized people.
Many forums raise this question, but apparently there is no solution.
Maybe someone has done something like this?

Because: the question is, how can you create an order for unauthorized users? The order is always tied to some user. And if there is a user, then he is registered.
Even if the option to register a user when creating an order is checked, after that all discounts are recalculated and the rule that the user is registered will work again.
