Different applications use either headphones or speakers, although one is selected in the settings. Why?

I have Razer USB Headphones + Speakers which I have connected in Line Out.
I basically just need to switch between them when I need to.

In normal mode everything seems to be fine. But often when someone calls on Skype or Slack, I can't hear him.
I preselect Razer Headphones. I receive a call and silence. I have to go into Settings and select `Digital Output (S/PDIF) - Razer Headphones` if it was just Headphones - Razer or vice versa. Skype also happens: you expose Headphones. They call. Can not hear. In the settings of ubuntu everything is fine. I go to the Pulse Audio settings - there are now ordinary speakers for Skype that are turned off now.
In general, some kind of nonsense. Is it possible to somehow fix some kind of switch to use EVERYWHERE or headphones with a microphone or speakers? Regardless of applications.
OS: Ubuntu 18.
