What is the difference between the system.web.httputility and system.net.webutility classes, and which one is better to use in a desktop application. msdn writes that system.net.webutility is better, why is that?

The functionality was in demand not only in web applications, so it was transferred to a general-purpose library (do not connect the assembly for the web just to use a small part of it). Because ms made it a rule to leave backwards compatibility whenever possible, then they did nothing with the previous implementation. Use what msdn recommends.
