Difference between preprocessor and compiler/interpreter?

Let's take 3 interchangeable languages. (I'm not sure if they are interchangeable)
Why is PHP spoken of as an html preprocessor, while python and ruby are runtimes.
There is something definitely not right here.
All three languages have an interpreter, right? But only PHP has a preprocessor.
What are their key differences? These languages.
I will attach a link where what I wrote is said by a more experienced person.

@Yonghwa

PHP does not have a preprocessor, php is an html preprocessor ( PHP: Hypertext Preprocessor )
And the author of the video, most likely, says that php dies after execution, and ruby and python programs are constantly running.
