Did you get a sysdiagnose file after updating macOS to 10.14.3 (18D109)?
An update arrived, it was updated in a couple of minutes Finder opened the tmp folder with the newly generated sysdiagnose file, while in the settings it was forbidden to share the analysis of the Mac ...
Somehow strange, it was not clear that some kind of error arose as a result of which the file was generated or the encoders did not finish something in Apple and it should have happened unnoticed)
I'm not paranoid, but all the settings are merged in the archive, up to the wifi networks around me with their poppy addresses and even somehow hidden networks got into the report :)

The sysdiagnose utility is used to collect information for submitting bug reports to Apple. Information - https://download.developer.apple.com/OS_X/OS_X_Log... . At the end of the utility, the Finder always opens, so this is more likely not an attempt to get your data and send it somewhere, but an incomprehensible trigger that provoked this event. In any case, pushing any versions will be illegal until you open Console.app and find out what triggered this event.
