I plan to open a development office in another city absolutely from scratch, that is, there is nothing yet - no office, no people. The office is planned from three to five programmers. I think to start by finding a manager - that is, we need a person who can both select (that is, be able to interview a programmer) and manage (help implement the correct architecture, coordinate interaction, etc.).
