Development of mobile applications using web technologies?

Hello!
Where to look to develop mobile applications through the prism of the web? Interested in the web, without suggestions to use java, swift, etc., etc.
What technologies, frameworks? Google offers a lot of different ones, everyone swears at the most famous phonegap, there are a lot of others and I don’t know the difference.
Is a web server always needed? And is it needed at all?
Eh, nw.js does not support mobile phones, which is a pity :(

cordova + crosswalk for android + ionic as a UI framework.
Well, if you need to store data on the server, then it is logical that you need it. True, there are still services like parse.com as server substitutes with goodies.

I am writing cross-platform applications on Appcelerator Titanium. This is a whole platform that includes Titanium SDK (managing native components using JavaScript), ArrowDB (essentially the same Parse.com, only "native", there is an SDK), as well as built-in analytics.
I love. True, now it is paid - 39 bucks a month.

And you first figure out how it works inside the platform, what processes take place, what code (the same phonegap) is generated, and how it works, and then responsibly declare "do not offer java and swift!". Yes, it will be faster to develop an HTML5 + JS application, it will (probably) even work out of the box on all popular platforms, BUT ... it will be a buggy slow monster, I guarantee you.
