Design - layout - coding, but for android?

By writing sites it is clear
- The customer and the designer do the design
- The layout designer makes html + css templates for the main pages
- Coding
And how does this happen under android? Design and coding - I think similar. How is layout organized and what is it done in? I'm more interested in how the html + css layout designer can do the same for android.

Typically, a designer draws screen layouts and cuts graphic elements.
The developer makes layout layouts (xml) according to the layout and stretches the cut graphics.
