Deploy to GAE hangs frequently (Windows)

Deployment to GAE in half of the cases freezes in different places - at the stage of downloading files, at the stage of checking whether it was deployed. There is nothing interesting in the console. In this case, the application may already be successfully deployed, but the console will still hang (and the control does not help, by the way). FAR or cmd.exe is the same. Windows 7.
