Deny traffic through 4g modem?

OS: Windows
A Wi-fi adapter and a 4G modem are connected to the PC.
the axis itself goes online via Wi-fi.
The 4G modem is connected to the virtual machine and it is using it.
But when the virtual machine is turned off (or simply disconnected from the virtual machine), the 4G modem connects to the main OS and traffic can start to go through it.
How to strictly prohibit the movement of traffic through the modem in the main OS?

Maybe only if WiFi is turned off. Up to this point, 4G is prioritized over WiFi. Prohibit by setting rules on the 4G interface for addresses by the OS base.
