Delete a file from the Program Files folder without administrator rights. Is it possible to?

How can I do that? Maybe there is some way through the command line or something else, I don’t know in general.
There is a server which is started under Windows as service. This server should be able to delete files from its folder. That's what you need to do and you can't do anything. You need to delete the dll, which can be added to the folder by hand.

b) change the user of the service to another, but for this you need to know under whom it is running now and why there are not enough rights.
