When I create venv, and when I try to install something there via pip, I get an error:

Defaulting to user installation because normal site-packages is not writeable

Installed not in site-packages in venv as it should be, but in the path with my user in the AppData\roaming\Python\python38 folder

I solved the problem in the following way.
-deleted python -when
installing python, you need to check the Add Python to PATH
version, of course, the last one will be there
