Deep linking in telegram no longer works?

The documentation indicates the ability to pass an arbitrary parameter to the bot when starting, however, this parameter is not transferred from any device to any bots from any clients (/start without payload). Does this functionality work at the moment or has telegrams not had time to update the documentation since some update?
