Dedicated server or co-location providers for high availability?

A young startup with a modest budget is looking for a way to rent or host their bare metal servers in three locations, between which the ping roundtrip time is calculated in milliseconds. Preferably no more than one millisecond. But at the same time, the locations should be sufficiently demarcated to exclude the scenario that OVH had on March 10, 2021, when servers in two locations were damaged due to a fire, and servers were unavailable in several more. Interested in places in Europe, North America and Tokyo, but not the Russian Federation. And you need PCI DSS certification. Tier 3 certification is desirable but not required.

Thus, the Hetzner option is ruled out (no PCI DSS). DataPacket will be good if only combined with something else. Cloud providers are excluded. And Equinix and others like it are unlikely to want to deal with clients who need only one or two units in the rack plus remote hands (this option is still being tested). It would be interesting to find a provider that works with small customers, but offers at least three data centers within the same city, or several providers offering different data centers in the same city. So far, this has not been found.
