Decided to learn C++ programming with libSDL2 under Windows and Linux. What is the best way to build a project?

Decided to learn C++ programming with libSDL2 under Windows and Linux.
What is the best way to build a project?
I have some helloworld experience with Maven and SBT.
Why is it necessary?
But because Code:Blocks is a nightmare to set up even for the simplest application with SDL.
I found it easier to write a one-line build shell script.
Maybe it's better to try Eclipse? What other IDEs do you recommend?
