Can't run project! Debugging doesn't work. Reinstalled the program, did not help

It's unclear. No errors, no description of what you are trying to build at all (Asp.net? Unity? WinForms?). Telepaths on vacation.

It looks like you just created a cs file and are trying to run it. And you need to create a solution.
