BUT, you can’t just take it and look at the console, for example iPhone5.
As you understand, there is no boo-boo in this matter, so I need advice on how it is better for a person who does not have an Apple device to get to the console of old IOS

You need to connect your phone in developer mode to any Mac, and enable syncing with Safari on the device, then just the Safari console on the Mac will give you access to the console of the mobile version of Safari, with all the debugging and so on.
