Debian + Apache2, how to overcome problems with Cyrillic?

Hello fellow experts!
Installed Debian + Apache2 + pe ha ne interpreter. Moved there means his long-suffering site on WP. Activated the CNC. Everything runs and works. Everyone is happy, but I see 1 broken picture, 2nd, 3rd. I climbed inside the site, and there are sooooooo many of them.
I climbed via ssh to the server in search of broken pictures, and there I see these pictures, but with 1 BUT. Both Cyrillic and Latin characters were used in the names. As a result, in the console I see this:

Where "?" - Cyrillic character.
The most interesting thing is that when I log into the server via Filezilla / WinSCP, both programs see the file names without problems, including Cyrillic characters.
I will say more, there are no problems with cyr anywhere in the system at all. The provider where my site is currently hosted is also okay.
What attack could this be? Curse of Cyril and Methodius?

Everything turned out to be much easier. The archive of the site was downloaded by the WinSCP program, uploaded to the server also by it. Apparently she fixed the encodings for some file types.
I did the same operation with FileZilla, it flooded without problems, and there were no more errors with Cyrillic file names on the web server.
